Reprocessing of spent imported fuel for separating plutonium for fast reactors/thorium fuel is very important. Russians have given clearance for such use for reactors still under construction!! If the spent fuel from decades of use in old BWRs at Tarapore can be reprocessed it can advance the cause of thorium fuel. Currently Indians are the people most motivated to use thorium fuel. In principle reprocessing under IAEA supervision has been agreed to but specific clearance has not been extended so far. Development of thorium fuel by India shall be good for the world. We're NOT a rogue state.
