To be fair, you need to look at the fine print. The Canadian government still retains the CANDU IP rights.

Let's not forget, that Lavelin has been working with AECL on their construction projects, and appears to be genuinly interested in new build CANDUs. Risk averse politics may have saved new build CANDUs from being a political casualty. If Lavelin can get some dough out of life extention projects then this will help them soak up new builds.

Approximately 900 “terminations” (layoffs) will take place at AECL's CANDU division between the months of July and September 2011.
It is not possible to reconcile the stated intention to continue and expand traditional CANDU business with a staff reduction approaching 50%.
The propaganda seems to be having the desired effect, but time will tell....
