There is a good article at Forbes.com about the cost of the likely Japanese switch to coal and natural gas:

The cost would simply be enormous ($1.2 trillion) over a 20 year period. There is a link in the article, which says that a transition to natural gas power plants in Japan will consume about 20% of the entire LNG market. I bet that natural gas won't stay cheap, despite all the shale gas. Looking at these calculations, Japan would be mad not to restart the nuclear reactors.

Even without Japan, shale gas is not going to stay cheap.

There's a lot of shale gas in the ground. That's not the question - it's how fast can you get it out. Shale gas advocates can't talk about that, because it belies the notion that shale gas will save the world. So they'll continue to talk about what's in the ground.

Japan's balance of payments is likely to be permanently affected if nuclear power is replaced with coal and natural gas.
