Nothing. It wouldn't go critical. It operated under very tight lattice.

But if they increased the fissile concentration they would have made an impressive breeder.

In other words a fast neutron reactor.
Naoyuki Takaki presented a concept like that at ThEC12.
The heavy water was used in his concept specifically to reduce moderation.
Something like liquid CO2 would have been even better.

Could the SSR design from AECL (see PDF link, page 13-18) be an interesting heavy water cooled thorium breeder reactor ? Canadian researchers are working on turning the well-known Candu (pressure tubes) into something of a Supercritical Water-Cooled Reactor:
