The critique by Brian Wang is interesting.
Current problem with nuclear power is cost, which has been addressed by the IMSR. It could be less than perfect, not being a breeder.
Russia or some Asian country could run a PWR or PHWR on a thorium fuel with RG plutonium or 20% leu with a blanket to produce U-233 and an economical thorium breeder could be feasible. Molten could be accepted or not based on IMSR experience.

Doesn't India have the AHWR (Advanced Heavy Water Reactor) for this very purpose ? It is a thorium (iso-)breeder and is going to be built in the coming years.
