Interestingly because hydrogen has a huge scale height - the hydrogen introduced into the tube at the base of the tether could potentially even be subatmospheric.
Which is just weird.

Tether-tube - interesting idea. Taking hints from ancient air diving technology huh? This would work if makeup hydrogen needs are small. Which means we need some numbers. What is the cost of all the equipment, the hydrogen initial charge, the hydrogen makeup, the tethers, tether-tubing (that sounds dirty doesn't it?).

This solar balloon idea might be interesting for the tropics. Good steady solar potential, but ruined due to the cloud coverage.
