The Russian floating power plants can be considered the 'State Of The Art' of energy islands. The design of the reactor including the fuel used could be an evolutionary development. The LWR's could change to Th-LEU MOX fuel. Fast reactors using Pu-Th metal or 20% LEU -Th metal fuel could also be used. Russians already have design of SVBR-100 ready. LFTR could be used when developed and if found suitable.
The existing FPP's are meant to be anchred off the coast. Submarine mounted NPP's could be the 'Service Power Plants' for ocean current powered plants, potentially as reliable as hydro power, or for other oceanic developments.
