Doesn't the 6500/kWe figure include interest during construction? At possibly higher than 9% rates?

Sorry I don't know, they are likely to include IDC costs, these figures are project costs as listed in nuclear industry on-line articles presumably taken directly from project participants press releases. I believe that for US based projects, they are accessing low interest rate money via US debt markets or issuing their own bonds at utility debt rates of less than 5% p.a. Debt is a lot cheaper than the cost of equity in most businesses which why most companies will fund some of the project from debt and some from equity.
