The 1 Te /Gw(e) requirement is the annual addition needed to make up for thorium converted to U233 and fissioned. The reactor inventory of thorium will be much greater, the exact figure varying a lot between designs. The French TMSR design, for example can have 20 - 50 Te of thorium in the fuel salt, and another 30 Te in the blanket. However, this inventory doesn't limit deployment, as there is plenty of thorium. The shortage is of fissile material - U233, U235 or Pu239. LFTRs only need 1 Te/Gw(e), or less, which is much less than other breeder reactors.
