I'd put a question mark behind the article title. Reading between the lines makes me very unhappy.

The US NRC, the biggest nuclear technology regulator in the world with thousands of bright people working for it - can't be bothered prepare for the next generation of nuclear reactor technologies.

Industry won't go forward with certification and application work without a clear framework, the regulator says it can't be bothered to produce such a framework without a tangible application in sight.

"willing and able". Please.

Perhaps the rule should be that "without a framework, they have no involvement". :D
