Current problem with nuclear power is cost, which has been addressed by the IMSR. It could be less than perfect, not being a breeder.
Russia or some Asian country could run a PWR or PHWR on a thorium fuel with RG plutonium or 20% leu with a blanket to produce U-233 and an economical thorium breeder could be feasible. Molten could be accepted or not based on IMSR experience.
