You can irradiate uranium and produce plutonium in any reactor, including an MSR. You have to ensure isotopic quality by seeing that it is there for a short duration only. Reprocessing may be actually more messy than enrichment.
Even if you have an MSR in place of a solid fuel reactor, it is neater not to move fuel around for heat transfer. A clean salt is better for this purpose.
Just concentrate on the basic purpose of power production not distracted by proliferation ayatollahs.

I think that one way to address this is by removing the Pa from the blanket salt using ThO2. Once removed, the recovered PaO2 is mixed with natural UO2.

KISS. You have to remote handle all used fuel. It will deter all but the most devoted bomb makers. Such people will manage it anyway.
PS. Single fluid MSR is simpler. Let volatile fission products go out from the core.
For heat transfer, have integral clean salt or molten lead circuit.
If you want blanket for improved conversion, have metallic thorium and extract 233U by electrolysis.
