Early risk reduction??? on a reactor that was defuelled 20 years ago?

$730 million for pouring some concrete into a long defuelled reactor does not strike me as "early risk reduction". Nor as having a good cost-benefit ratio.

How can you spend $730 million for a concrete pour anyway? Where is this money going?

EBR was the reactor part of Integral fast reactor system. It, and the IFR has been given a formal burial at last in the US.
IFR is the most logical energy system devised. Who will carry the torch? Russia, India or China?
